The current Google Play requirement
For personal developer accounts created after 13 November 2023, Google requires at least 12 testers to remain opted in to a closed test continuously for 14 days before the developer can apply for production access.

- Complete the app setup and publish a release to a closed-testing track.
- Use the official Play opt-in link and keep the release available throughout the test.
- Add the approved tester email list or Google Group in Play Console.
